Will My Home Qualify for Foster Care in Wisconsin?

One of the first questions many people ask when they explore foster care is:

“Will my home qualify?”

The good news is that many families find that their home is closer to meeting the requirements than they expected.

Wisconsin foster care licensing requirements focus on creating a safe, stable, and supportive home where children can feel safe and comfortable. A licensing specialist will guide you through the process, answer your questions, and help you prepare your home.

What does the home assessment look at?

After you submit your initial application and complete fingerprinting, a licensing specialist will visit your home for an initial visit.

During this visit, your licensing specialist will learn more about you and anyone living in the home, review your home's setup, and discuss how the space is used.

The focus is on understanding how your home can safely and comfortably meet the needs of a child joining your family.

Things considered include:

  • How bedrooms and sleeping spaces are arranged
  • How rooms are used throughout your home
  • Whether there is enough space for everyone living there
  • Overall safety and condition of the home

The goal is not to judge your home. The goal is to make sure it is a safe place for a child or siblings.

Does my home need to be large to foster a child?

No. Your home does not need to be large to become a foster home. Many families are surprised to learn that apartments, mobile homes, condos, and townhomes can all be approved foster homes.

The focus is not on the size or type of home - it is on whether the space is safe, comfortable, and able to meet the needs of a child joining your family. A separate bedroom is not required for every foster child in all situations.

Wisconsin requirements include:

  • The home must have at least two bedrooms and one bathroom
  • Each foster child must have an appropriate bed
  • Sleeping arrangements must meet requirements based on age, gender, and individual needs
  • Children may be able to share bedrooms when appropriate

Does my home need to be spotless?

No.

Licensing is not about having a perfectly decorated home or a spotless house. It is about having a home that is:

  • Safe
  • Orderly
  • Well-maintained
  • Free from hazards
  • Ready for a child to live comfortably

You do not need to make changes or remodel your home before starting the process.

What safety items are required?

Foster homes must have basic safety measures in place, including:

  • Working smoke alarms
  • Carbon monoxide detectors
  • A fire extinguisher
  • A plan for emergencies

Families will also need to make sure items such as the following are safely stored:

  • Medications
  • Cleaning supplies and chemicals
  • Firearms and ammunition, if applicable
  • Other household items that could pose a safety concern

Do I need to have everything ready before my first visit?

No.

Many families worry their home needs to be completely prepared before they begin. It does not.

The home assessment is a process. CCR typically completes three home visits during the licensing process. These visits allow your licensing specialist to:

  • Get to know your family
  • Learn how your home is used
  • Answer your questions
  • Explain requirements
  • Help identify any changes that may be needed

You do not have to figure everything out on your own. We will gently walk with you through each step.

Can foster parents have pets?

Absolutely. Your pets will need to be up to date on vaccines, and a pet's temperament will be discussed if there is a concern.

Can I choose the age of children I want to foster?

Foster parents can choose their preferred age range. However, if you wish to foster younger children, CCR asks for a minimum age range of 0-10 years, including openness to siblings. The greatest need across Wisconsin is more homes for young siblings and teens.

What is it like parenting kids with trauma?
