All C.C.R./C.C.P. treatment foster youth are court-ordered into care. County referral social workers contact a C.C.R. Referral Coordinator to exchange information regarding the referred youth. In addition, the Referral Coordinator will request a packet including a recent court report, social history and mental health background. After receiving sufficient written materials and verbal information, the Referral Coordinator will then begin a search for placement resources. Matching is based upon many factors including, but not limited to, the individual needs of the referred youth; the level of disturbance or difficulty of the youth; location recommendations (proximity to biological family, rural vs. urban setting, closeness to community resources, etc.); and, personal characteristics of the youth and treatment families. Referral materials are forwarded to prospective C.C.R./C.C.P. caregivers who then review the youth to assess compatibility. The family has the final decision as to whether the youth is placed with them. The Referral Coordinator coordinates the aforementioned process and acts as the liaison between the prospective families and the referring worker. The referral process is carried out in a timely manner, yet is highly sensitive to the need for collection of all pertinent information and careful consideration of the compatibility of the youth and possible family.
