Become a Foster Parent During COVID19

Wisconsin foster parents are needed more than ever during these difficult times of Coroavirus. In fact, it is a great time to begin the process and qualify to become a foster parent. With time on our hands during this COVID19 stay-at-home order there are many steps that can be completed toward getting a foster care license now.

Coronavirus cannot not close foster care.

We are actively receiving referrals from counties across Wisconsin. When a county does not have a home that can accommodate a sibling group or child, a referral is made to a private foster agency like Community Care Resources. Those referrals have not slowed down in the last 6 weeks. We continue to place children of all ages in all areas of the state. Unfortunately, we do not have enough homes for all of the children.

We have seen many toddler pairs, elementary sibling groups, and teens in recent months and that doesn't seem to be slowing down. The good news is that our foster families continue to accept new placements while practicing safe, social distancing and stay-at-home orders. The bad news is, we simply do not have enough foster homes to accommodate the number of referrals we continue to get during these unprecedented times of Coronavirus in Wisconsin.  

Foster families are needed in every Wisconsin county.

CCR is a statewide foster agency with foster families in 35 counties across Wisconsin. We receive 30-35 referrals every month from counties all over the state and are able to place children in loving homes less than 20% of the time. The largest problem is, we often do not have an available home or a home at all in the right location that would be a successful match. This is why our plea for homes in every corner of the state continues and why we need you to take advantage of the extra time on hand to begin the process.

Qualify to become a foster parent right over the phone.

Our staff is ready for your call! We would love to speak with you and get you qualified right over the phone. You can expect a casual, no pressure conversation that allows you to ask questions and get the answers you need. The best part is, our foster parent adviser is a retired foster parent herself. She has first hand knowledge and experience to share that will assist you in exploring deeper so you can decide if fostering with CCR is a good fit for you and your family and if you are a candidate to begin the process to become a foster parent.

We respond immediately to all foster care inquiries. 

A common frustration we hear from prospective foster parents is that their calls or emails have gone unanswered by other foster agencies. We have even heard of folks submitting an application and never hearing from the agency again! We can promise you that will NEVER happen at CCR. Responsiveness is key to successful fostering and communication is vital for both parents and kids. Our exceptional responsiveness begins with your first inquiry and lasts throughout your fostering journey.

Remember this very important message:

If you cannot reach an agency, get a call back, or get a response to an email when you are exploring foster care, what do you think it will be like when you are licensed with that agency and have a foster child in your home? Will the agency be available to you? Will the staff respond or return your calls in an emergency? How long will it be before they help you in a crisis?

PLEASE believe us when we tell you that responsiveness and communication are vitally important to foster parents.

A call with our foster parent adviser can last anywhere from 20-50 minutes. It all depends on how many questions you have and how much detail you wish to acquire. All calls are honest and transparent so you get the information you need to make the best decision for you and your family.

Questions to expect during your first phone call with us: 

  • Age preference of children you would like to foster.
  • What is your relationship status? (yes, you can be single)
  • Do you have children of your own living in your home? Ages?
  • Are you employed? What is your schedule?
  • Do you have a flexible schedule for appointments?
  • What is your bedroom space to accommodate foster children?
  • Can you provide a clean background check?

If you can offer a flexible schedule, have bedroom space available (kids can share bedrooms), and can provide a clean background check, the rest will most likely fall into place and we can pre-qualify you without issue.

During "normal" times, when we are not social distancing and under stay-at-home orders, it takes 3-4 months to get a CCR foster care license. That time frame has not changed. Our staff is working hard to walk prospective foster parents through the process while practicing social distancing. There really is not better time to begin the application process.

The application takes less than 30 minutes to complete.

After speaking with our foster parent adviser, she will send you an application via email or post office mail. In addition, you will receive a questionnaire and a link to the required Wisconsin online foster care training course. When these steps are completed, we will schedule your first home visit which will be completed virtually during the COVID19 stay-at-home order.

Following your first visit, we will run background checks and have you complete additional paperwork to keep the process moving forward until we are able to visit with you in your home. At this time, we hope to be able to visit your home by end of May.

Our next new foster parent training is anticipated for June.

As soon as the Coronavirus stay-at-home order is lifted and we are able to gather 15+ people in a classroom, we will schedule our next training. For now, there is much you can do to complete necessary steps to get a foster care license.
